Section 5(4) in The Orissa Money-lenders' Act, 1939
(4)On receipt of an application under Clause (a) of Sub-section (2) the Sub-Registrar shall, except where a certificate previously granted to the applicant has been cancelled under this Act and the order of cancellation is in force or, as the case may be, the period for which the applicant has been disqualified to be registered as a money-lender has not expired, grant a registration certificate in the prescribed form to the applicant.
