Section 66(1) in Himachal Pradesh Minor Minerals (Concession) and Minerals (Prevention of Illegal Mining, Transportation and Storage) Rules, 2015
(1)Where an applicant for the grant of contract or mining lease or renewal of mining lease dies before the order, granting him a contract or mining lease or renewal of mining lease, is passed, the application for the grant of contract or mining lease or renewal of a mining lease shall be deemed to have been made by his legal representative.
