294. Form of application for increased establishment.
- All applications for any increase of establishment or for any additional allowances are to be submitted in the manner and in the forms prescribed by Rule 69, page 23, of the Bihar and Orissa Account Code. The necessity for the proposed increase should be fully explained in each case. As a general rule, a statement of the present work, on an average of three years, as compared with the proposition is for a permanent increase to an established office. Commissioner should have the column "Present scale" verified by the Accounts Department before submission to the Board in cases in which there is any doubt as to the correctness of that scale, and in all cases the number and date of the order sanctioning the present scale must be cited.
