5. Construction, control or maintenance of irrigation works.
- No person shall be authorised to construct, control or maintain wholly or partly an irrigation work, as defined in clause (a) of section 3, except the Government or with the sanction of the Government. The sanction shall be given subject to such conditions as the Government deems fit.
