When a licensed bicycle or tricycle is transferred by sale or otherwise to another person he, the transferor, shall be responsible to report the facts of such transfers, to the Licensing Officer in writing for the substitutions of the transferee in his place which shall be made free of charge in case such report is received in the office of the Faridabad Complex Administration within fifteen days from the date of transfer.
