Section 134(a) in The Tamil Nadu Town Panchayats, Third Grade Municipalities, Municipalities and Corporations (Elections) Rules, 2006
(a)any decision made by the Returning Officer under the provisions of these rules, shall, in so far as it determines the question between those candidates, be effective also for the purposes of the petition; and
