Section 11 in The Grants-in-Aid (Cultural and Sports Institutions) Rules, 1986
11.
Grants shall be sanctioned in favour of the Secretary or the Principal executive of the institution, who is duly authorised by the Constitution of the institution to execute financial transactions and contracts on behalf of the institution and under whose seal and signature the application for grant has been made to the Director/Collectors of the districts.
