Section 14(i) in Bihar Employees' State Insurance Medical Service Rules, 1981
(i)Such other officers already in the service of the Government as may, from time to time, be specified in this behalf by Government shall also be eligible for promotion under this Rule, if they possess a Post-Graduate qualification in any branch of Medical Science or any other degree equivalent thereto:
