9. University open to all classes, and gender.
- University shall be open to all persons irrespective of class, caste, creed or, gender;Provided that nothing in this section shall be deemed to prevent the University from making special provisions for admission to permanent Resident of Uttrakhand;Provided further that nothing in this section shall be deemed to require the University or constituent colleges or Regional Centers or Study Centers or Career Academy Centers to admit in any course of study a larger number of Students than may be determined by the statutes;
