Section 124(1) in The Coal Mines Regulations, 2011
(1)The owner, agent or manager of every belowground mine shall have fixed boundaries of the mine and notwithstanding anything contained in sub-regulation (2), these shall not be changed except with the express permission of the Chief Inspector in writing and subject to such conditions as he may specify therein.
