Section 19(1) in The Orissa Excise (Methyl Alcohol) Rules, 1976
(1)The manufacturer shall bear such cost as determined by the Excise Commissioner in respect of the Excise Establishment consisting of the Officer-in-charge and such other staff as may be attached to him.
