(b)after giving the owner or the occupier of any premises notice of its intention so to do cause all rubbish, including building rubbish, offensive matter, trade refuse, special wastes, hazardous wastes, or excrementitious and polluted matters accumulated in such premises to be removed, and charge the said owner or the occupier as the case may be, determined by the Municipality and specified in such notice.
