Section 48(1) in Kashmir and Jammu Universities Act, 1969
(1)At any time after the passing of this Act and until such time as the two Universities and their authorities shall have been duly constituted or until such time as the Chancellor may desire, a Special Officer shall be appointed by the Chancellor for a University.
