Section 381(2)(a) in The Coimbatore City Municipal Corporation Act, 1981

(a)No person shall establish any new private market without or otherwise than in conformity with a licence issued by the Commissioner with the sanction of the standing committee which shall be guided in giving or refusing sanction by the resolutions of the council passed under sub-section (1);
