Section 15(5) in The Standards of Weights and Measures (National Standards) Rules, 1988
(5);For the purpose of establishing the national standards for the derived and supplemen-tary units, the National Physical Laboratory shall prepare such standards, or objects or equip-ments, or both, and determine periodically their values and accuracy in relation to the national standards of base units.
