Section 17 in U.P. Excise Superintendent Service Rules, 1973
17. Criterion for crossing efficiency bar.
(1)No person shall be allowed to cross efficiency bar unless his work and conduct are found satisfactory and his integrity is certified.(2)No person shall be allowed to cross second efficiency bar unless he has not maintained his full efficiency, he has not proved satisfactory in holding his duties and his integrity is not beyond doubt.
