Section 105(1) in The U.P. Gram Sabha, Gram Panchayat and Bhumi Prabandhak Samiti Manual
(1)Only the Collector or Sub-Divisional Officer are authorised to grant sanction to engage Panel Lawyers. In every case, the Bhumi Prabandhak Samiti shall obtain their sanction for engagement of such lawyers and shall not engage them directly.
