Section 50 in The Orissa Khadi and Village Industries Board Regulations, 1960
50.
An officer or servant who fails to comply with the requirement of Regulation 49 shall refund the whole amount advanced on the outstanding thereof unless he shows cause to the satisfaction of the Board why such refund should not be made.
