(3)On the last day, after the expiry of the hour fixed for receipt of nomination papers, the Returning Officer shall publish in the notice-board of his office a consolidated list of nomination papers received by him in Form-6 together with the information regarding the date, time and place fixed for the scrutiny of nominations.
