(4)The Selection Committees, for filling posts under the Institute (other than the posts on contract basis) by advertisement or by promotion from amongst the members of staff of the Institute, shall be constituted in such manner as laid down by the Ministry of Human Resource Development, Government of India or the Board from time to time by Ordinances.
