(2)In case of breakdown of a vehicle carrying Ammonium Nitrate, the driver or the person in charge of the vehicle shall inform the licensee, who shall in tum inform the District Authority and the nearest police station in whose jurisdiction the vehicle is broken down giving the full details of Ammonium Nitrate and the circumstances leading to the break down;
