(u)[ that a reserve Fund of Rs. 3,000 shall be created in some approved Bank out of which expenditure may be incurred with the prior permission of the Educational Officer concerned in cases of emergency;] [Applicable to non-Government Institutions only except those maintained by statutory local bodies.]
