The State Government shall create and upgrade from time to time, the infrastructure and capabilities of training institutions in consonance with the holistic training needs of Police personnel of different ranks, which shall include, besides all types of specialized training, a compulsory refresher training course of appropriate duration for all ranks periodically. For this purpose the State Government may also create a suitable training centre with the requisite infrastructure in the districts or in the Armed Police Battalions.
