Section 11(1) in The West Bengal Standards Of Weights And Measures (Enforcement) Act, 1958
(1)No person shall, without obtaining a licence under the provisions of this Act, carry on any trade or business involving the manufacture, repair or sale of any weight or measure or any weighing instrument or measuring instrument intending or knowing it to be likely that such weight, measure, weighing instrument or measuring instrument may be used in any transaction.
