Section 12(1) in The Jammu and Kashmir Development Act, 1970
(1)The Authority may make any modifications to the master plan or the zonal plan as it thinks fit being modifications which, in its opinion, do not effect impartment alterations in the character of the plan and which do not relate to the extent of land uses or the standards of population density.
