Section 136(1) in The Bihar Motor Vehicles Rules, 1992
(1)The Secretary to Transport Department may consider the proposal of a scheme or modification of approved scheme and the objections at a hearing of which at least 7 days notice shall be given to every objector and the State Transport Undertaking.
