(3)The other terms and conditions for grant of higher [Level in the Pay Matrix or pay scale] [Substituted 'pay scale' by Notification No. G.S.R. 523 (E), dated 29.5.2017 (w.e.f. 4.6.2015)] on Non-Functional basis shall be as per the orders and instructions issued on the matter by the Central Government from time to time.
