76.
Any appeal to the Council against a refusal of the Registrar to register in the case of first registration or alter any entry in the Register must state the grounds on which registration is claimed and furnish the names of the qualifications and the dates on which they were received. On receipt of such an appeal the Executive Committee shall conduct an enquiry and submit a report to the Council.
