Section 287(1) in The Orissa Municipal Corporation Act, 2003
(1)The Commissioner shall maintain and keep in repair all Corporation drains and, when authorized by the Corporation in this behalf, shall construct such new drains as may from time to time, be necessary for effectually draining out the filthy water from the city.
