DR. P. VENUGOPAL : Madam, enormous new evidences are available with the law-enforcing agencies of India to prove the joint loot by the former Finance Minister and the former DMK Ministers through the Aircel-Maxis Deal, which is a part of the 2G Spectrum Scam.
Though an avalanche of documents were seized by the officials of the Income Tax Department and the Enforcement Directorate from the premises of former Finance Minister’s son long back, the present Government and its Prime Minster, Shri Narendra Modi’s inaction has come as a rude shock to the nation. The documents with Enforcement Directorate and Income Tax Department proved the huge investments made illegally by the son of the former Finance Minister in many parts of the world.
The details of involvement of the former Finance Minister’s family in the Aircel-Maxis Deal and huge financial gains they obtained through it are lying with the Government for quite long. But, surprisingly, either the Prime Minister of India is kept in dark about the evidence available with the Government or he is hesitant to take any action against the looters.
Millions of dollars gained by the family of the former Finance Minister through the DMK orchestrated Aircel-Maxis Scam have been deployed to acquire huge tracks of farm land, sports facilities, to make investment in real estate and other companies in many countries, including the Great Britain, South Africa, Malaysia, Sri Lanka and Dubai.… (Interruptions)

The former Finance Minister facilitated the Malaysian Telecom giant, Maxis to acquire Aircel Telecom forcibly from a Tamil Nadu businessman with the connivance of the former DMK Telecom Minister through Foreign Investment Promotion Board (FIPB) clearance during the UPA rule. … (Interruptions)
The joint loot of the former Central Ministers had yielded several thousand crores of illegal wealth to the families of these former Ministers and remain. … (Interruptions)

श्री अर्जुन लाल मीणा (उदयपुर):महोदया, मेरे लोक सभा क्षेत्र उदयपुर राजस्थान में 03 फरवरी, 2016 को विदेश मंत्रालय ने पासपोर्ट सेवा केन्द्र खोलने की स्वीकृति प्रदान की थी, इस हेतु विभिन्न स्तर पर कार्यवाही चल रही है, परन्तु कुछ सरकारी अधिकारियों की उदासीनता के कारण अभी तक प्रशासनिक व औपचारिक आदेश जारी नहीं हो सके हैं। उदयपुर नगर निगम द्वारा विदेश मंत्रालय को पासपोर्ट सेवा केन्द्र हेतु सौंपे गए भवन को पासपोर्ट सेवा केन्द्र के अनुकूल ही तैयार कर दिया गया है। अतः मैं सरकार से मांग करता हूं कि अतिशीघ्र प्रशासनिक व औपचारिक आदेश जारी करायें तथा एक तकनीकी टीम उदयपुर भेजकर शीघ्र ही पासपोर्ट सेवा केन्द्र शुरू करायें ताकि उदयपुर संभाग की आम जनता को अपने पासपोर्ट बनवाने की सुविधा जल्दी और सुलभ मिल सके।...(व्यवधान)

डॉ. मनोज राजोरिया (करौली-धौलपुर):महोदया, मैं सदन के माध्यम से केन्द्र सरकार का ध्यान महाराष्ट्र, आंध्र प्रदेश, तमिलनाडु आदि जैसे राज्यों में आत्महत्या कर रहे कपास के किसानों की तरफ आकर्षित कराना चाहता हूं। जैसा कि हम सबको विदित है समय के साथ जनसंख्या बढ़ने के साथ कृषि लायक जमीनों पर दबाव काफी बढ़ रहा है और साथ ही प्रति व्यक्ति जोतों का आकार भी काफी कम हुआ है। मैं आपके माध्यम से माननीय वस्त्र राज्य मंत्री का ध्यान आकृष्ट कराना चाहता हूं कि वे इन क्षेत्रों में प्रचलित पारम्परिक हस्तशिल्पों का सर्वे तथा अध्ययन कराएं तथा किसानों को संगठित रूप से सुविधाएं मुहैया कराई जाएं जिससे वह घर बैठकर हस्तशिल्प का उत्पादन कर सकें। साथ ही उनको सस्ते दर पर ऋण उपलब्ध करावाएं तथा उन्हें अपने उत्पादकों को बेचने के लिए मार्किट लिंकेज भी उपलब्ध करवाएं जिससे कृषि क्षेत्र पर आधारित जनसंख्या का दबाव कम हो सके तथा लोगों को आजीविका के अन्य विकल्प मिल सकें। इससे किसानों को मौसम की अस्थिरता की मार को भी नहीं झेलना पड़ेगा।...(व्यवधान)

श्रीमती रमा देवी (शिवहर): अध्यक्ष जी, मैं सदन का ध्यान बिहार के स्कूलों में मध्याह्न भोजन में हो रही अनियमितताओं की तरफ दिलाना चाहती हूं। स्कूलों में बच्चों की उपस्थिति को ज्यादा संख्या में बताकर कथित रूप से केन्द्रीय योजना का दुरुपयोग किया जा रहा है। मिसाल के तौर पर सीतामढ़ी जिले में बच्चों की जनसंख्या 6 लाख 65 हजार 640 है, जबकि स्कूलों में नामांकन 6 लाख 67 हजार 106 बच्चों का किया हुआ है। खगड़िया जिले में बच्चों की संख्या 3 लाख 50 हजार 53 है परन्तु नामांकन 3 लाख 69 हजार 106 बच्चों का दिखाया गया है। किशनगंज में 3 लाख 43 हजार 963 बच्चों की जनसंख्या है जबकि नामांकन 3 लाख 94 हजार 897 बच्चों का है। गया जिले में 8 लाख 58 हजार 934 बच्चे हैं जबकि नामांकन में उनकी संख्या 8 लाख 71 हजार 428 दिखायी गयी है। इसमें सीतामढ़ी मेरे संसदीय क्षेत्र का एक जिला है। इन जिलों के बच्चों में आधे से ज्यादा पब्लिक स्कूलों में पढ़ रहे हैं। इस तरह से बच्चों की अधिक संख्या को बताकर लाखों बच्चों के मध्याह्न भोजन योजना हेतु मिली राशि के प्रयोग में अनियमिततायें बरती जा रही हैं। खेद की बात है कि शिक्षा के क्षेत्र में ऐसे हथकंडे अपनाये जा रहे हैं जहां पर शिक्षा का स्तर नीचा है और बिहार के विकास के लिए शिक्षा के स्तर को सुधारने की अति आवश्यकता है। पूरे बिहार में इस मध्याह्न भोजन के तहत हो रही अनियमितताओं को रोका जाए, इसकी जांच जनहित में अति आवश्यक है। मैं सदन के माध्यम से सरकार से अनुरोध करना चाहूंगी कि बिहार में मध्याह्न भोजन योजना में हो रही अनियमिताओं की जांच की जाए और दोषी अधिकारियों के खिलाफ कार्रवाई की जाए।...(व्यवधान)

श्री महेश गिरी (पूर्वी दिल्ली) : अध्यक्ष महोदया, दिल्ली के बाकी क्षेत्रों की तरह ही पूर्वी दिल्ली में आवागमन तथा ट्रैफिक संबंधी समस्याएं बहुत ज्यादा हैं तथा पूर्वी दिल्ली और बाकी दिल्ली के बीच यमुना नदी पर स्थित पुल Connecting channels है जो कि bottle neck बन जाते हैं। यदि किसी भी क्षेत्र में कोई प्राकृतिक आपदा हो जाए या कोई आगजनी की घटना हो जाए या किसी भी कारणवश रोड ट्रांसपोर्ट के रूट डिस्टर्ब हो जाएं तो ऐसी घनी आबादी को तो राहत संबंधी सामग्री या मैडिकल सर्विस पहुंचाना सिर्फ एयर ट्रांसपोर्ट के माध्यम से ही संभव है। 50 लाख की आबादी के साथ यह केवल एक दिल्ली का हिस्सा नहीं है, बल्कि किसी अंतर्राष्ट्रीय मानदंड के अनुसार देखें तो यह अपने आप में एक बड़े शहर जितना है। अब यहां एक हवाई अड्डा तो बनाना संभव नहीं है, परन्तु इन सब बातों को ध्यान में रखते हुए मेरे अनुसार पूर्वी दिल्ली में एक हैलिपैड का होना अति आवश्यक है। हैलीपैड की उपलब्धता से यह सुनिश्चित होगा कि यदि कोई प्राकृति आपदा आती है तो हैलीकाप्टर द्वारा राहत सामग्री आसानी से पहुंचाई जा सके तथा प्रधान मंत्री अथवा राष्ट्रपति जैसे महत्वपूर्ण व्यक्तियों के आवागमन में ना तो आम जनता को ट्रैफिक की समस्या से जूझना पड़े और ना ही इन विशेषाधिकृत व्यक्तियों को। अतः मैं सदन के समक्ष पूर्वी दिल्ली में हैलीपैड निर्माण के लिए निवेदन करता हूं।...(व्यवधान)

श्री हुकुम सिंह (कैराना) : अध्यक्ष महोदया, विगत 4 महीनों से देश के अधिकांश भांगों में डेंगू का भयंकर प्रकोप रहा है। राजधानी दिल्ली में भी हजारों लोग इससे प्रभावित हुए तथा बहुत बड़ी संख्या में लोगों की मौत भी हुई। मेरा लोक सभा क्षेत्र कैराना भी डेंगू रोग से ग्रसित हुआ और सैकड़ों लोगों की मृत्यु हो गई। स्थानीय स्तर पर इलाज की कोई समुचित व्यवस्था नहीं थी। निजी क्षेत्र के चिकित्सकों ने स्थिति का अनुचित लाभ उठाते हुए प्रभावित परिवारों का भरपूर शोषण भी किया। अभी तक भी गांवों में डेंगू का प्रभाव मौजूद है। इसके अतिरिक्त प्रदूषित जल एवं मिलावटी खाद्य पदार्थों के कारण हजारों की संख्या में लोग हृदय रोग से लेकर टी.बी. तथा कैंसर के रोगों से ग्रसित हैं। क्षेत्र के कैराना, शामली, थानाभवन, नकुड़, गंगोह में आधुनिक सुविधाओं से सुसज्जित एक भी चिकित्सालय नहीं है। गरीब लोगों के लिए निजी चिकित्सालयों में इलाज कराना संभव नहीं हो पा रहा है। अतः बीमारी का शिकार होकर लोग मौत के मुंह में जाने को मजबूर हैं।
मेरा सरकार से आग्रह है कि उपरोक्त किसी भी स्थान पर सभी आधुनिक सुविधाओं से सुसज्जित चिकित्सालय की अविलम्ब स्थापना की जाए, ताकि लाखों लोगों की गंभीर रोगों से रक्षा की जा सके। धन्यवाद।...(व्यवधान)

माननीय अध्यक्ष महोदया, मेरे लोक सभा क्षेत्र में "मकराना " शहर विश्वप्रसिद्ध सिटी है। यहां का संगमरमर विश्व में सबसे अच्छी श्रेणी का है एवं विश्वप्रसिद्ध "ताजमहल " यहीं के संगमरमर से बना हुआ है। आज भी संपूर्ण भारत में यहीं का पत्थर भव्य इमारतों में काम आ रहा है। दूसरा यह है एक ऐसा शहर है, जाहं पर अलपसंख्यकों की जनसंख्या 50 प्रतिशत से अधिक है एवं धार्मिक सहिष्णुता के लिए जाना जाता है। ...(व्यवधान)
सन् 2011 से पूर्व इस शहर में नगरपालिका थी। 2011 की जनगणना के पश्चात् नगरपरिषद बनी। इसका प्रमुख कारण है कि मकराना के Urban Agglomeration की जनसंख्या 2011 में 1.16 लाख थी। इस शहर को "अमृत योजना " में मानकर यहाँ के अधिकारियों को राज्य स्तर की बैठकों में बुलाया जाता रहा। परंतु बाद मे शहर की जनसंख्या सन् 2011 में 96000 बता कर अमृत योजना से बाहर कर दिया गया। इस संबंध में मैंने माननीय शहरी विकास एवं आवास मंत्री जी से व्यक्तिगत अनुरोध किया।

श्री पी.पी.चौधरी (पाली) : महोदया, आज का युग मोबाइल क्रांति का है। हम अपने संदेश एक दूसरे के पास एस.एम.एस./वाट्सऐप्प व ई-मैसेज के रूप में भेज सकते हैं। ग्रामीण क्षेत्र के अधिकांश लोग इंटरनेट सुविधा का इस्तेमाल नहीं करते, वे आज भी एस.एम.एस. सुविधा का इस्तेमाल इंटरनेट के माध्यम से भेजे जाने वाले मैसेज से कहीं ज्यादा करते हैं। मौसम विभाग भी किसानों को मौसम संबधी जानकारी देने के लिए एस.एम.एस. सुविधा का इस्तेमाल कर रहा है। एस.एम.एस. हिंदी, अंग्रेजी व अन्य देशों की भाषा में भेजा जाता है। ग्रामीण क्षेत्रों के लोग इस सेवा का उपयोग अंग्रेजी भाषा में नहीं कर पाते, कारणवश उन्हें अपना संदेश हिंदी में ही लिखना पड़ता है। ...(व्यवधान)
एस.एम.एस. सुविधा को छोड़ कर मोबाइल की सभी सेवाओं में किसी भी भाषा का प्रयोग करने पर एक समान चार्ज लगता है, हिदीं एस.एम.एस. की कीमत अंग्रेजी के अपेक्षा अधिक चुकानी पड़ती है, जिसका कारण स्पष्ट है कि प्रत्येक हिंदी के शब्द को बनाने में मात्राओं को अलग की-स्ट्रोक गिनने के कारण अधिक की-स्ट्रोक्स का इस्तेमाल किया जाता है। उत्तर भारत के ग्रामीण क्षेत्रों मे यह देखा जाना आम है कि अंग्रेजी में आए एस.एम.एस. को पढ़वाने के लिए दूसरों के पास जाना पड़ता है। ...(व्यवधान)
आज हमारी सरकार पिछले कई वर्षों से हिंदी को बढ़ावा देने का प्रयास कर रही है। यह प्रयास पिछले कई दशकों से चलते आए हैं। प्रत्येक मंत्रालय व विभागों में प्रतिवर्ष हिंदी पखवाड़े का आयोजन भी किया जाता है। बैंकों को भी हिंदी भाषा का प्रयोग करने के निर्देश समय-समय पर दिए जाते रहे हैं। पिछले दशकों में कई करोड़ रूपये की धनराशि हिंदी भाषा को बढ़ाने के लिए खर्च की जा चुकी है। ...(व्यवधान)

*t15 Title: Need to ensure mandatory 27% reservation in jobs and educational institutions to people belonging to Other Backward Classes in the country particularly in Maharashtra.
श्री नाना पटोले (भंडारा-गोंदिया) : महोदया, देश में भारतीय संविधान की धारा 340 के अनुसार अन्य पिछड़ा वर्ग (ओबीसी) प्रवर्ग के लिए आर्थिक, शैक्षणिक और सामाजिक अधिकार है। ओबीसी, इस पिछड़ा वर्ग के समाज को मंडल आयोग के अनुसार 27 फीसदी आरक्षण का हकदार होने पर भी केन्द्र सरकार से आरक्षण उपलब्ध कराने में अनदेखी हो रही है। 27 फीसदी आरक्षण होने के बावजूद भी देश में ओबीसी समाज के लिए 19 फीसदी आरक्षण देने के सरकारी रिकार्ड दर्ज हैं। इससे ओबीसी समाज को पूरी तरह आरक्षण का लाभ नहीं देने की बात सामने आयी है। शैक्षणिक क्षेत्रों में विद्यार्थियों को प्रवेश, डोमिसाइल, क्रीमी लेअर आदि प्रमाण-पत्र उपलब्ध कराने में पर्याप्त आरक्षण एवं अन्य सुविधा ना देने से उन पर अन्याय हो रहा है। गत 6 वर्ष से महाराष्ट्र के विद्यार्थियों को शिष्यवृत्ति अनुदान राशि अभी तक उपलब्ध नहीं कराई गई है। उसके परिणामस्वरूप लाखों विद्यार्थियों का शैक्षणिक नुकसान होकर भविष्य खराब हुआ है। सरकारी नौकरी में पदोन्नति संबंधी आरक्षण का लाभ नहीं दिया जाता है। महाराष्ट्र के गड़चिरौली जिले में ओबीसी समाज को 6 फीसदी आरक्षण दिया जाता है। इस तरह देश में कई राज्यों में ओबीसी समाज पर अन्याय हो रहा है। वर्ष 1931 से अभी तक इस समाज की जनगणना नहीं होने से उनका विकास नहीं हुआ है। इसलिए इस अन्यायग्रस्त पिछड़े वर्ग के ओबीसी समाज को संवैधानिक अधिकार प्राप्त होने के लिए स्वतंत्र मंत्रालय स्थापित करके केन्द्र सरकार द्वारा शीघ्रता से कार्यवाही कराने की आवश्यकता है।...(व्यवधान)

श्री सतीश चंद्र दुबे (वाल्मीकि नगर): महोदया, मेरे संसदीय क्षेत्र वाल्मीकी नगर के प्रखंड गौनाहा के भिखनाठोरी स्थित पंडई नदी में पत्थर चुनने का काम पिछले कई सालों से बन्द है, जिसके कारण यहाँ के हजारों लोग भुखमरी के कगार पर हैं। उनके सामने रोजगार की समस्या उत्पन्न हो गई है। यहाँ मजदूरों के द्वारा हाथ से पत्थर चुना जाता है। यह पत्थर नेपाल से नदियों के द्वारा बहकर आता है। पत्थर नहीं निकाले जाने के कारण नदी का पेट भर जाता है, जिसके कारण हजारों एकड़ वनों को नुकसान हो जाता है और कीमती लकड़ियों को भी नुकसान होता है। यह टाइगर प्रोजेक्ट से तीन किलोमीटर दूर स्थित है।
अतः इस अति महत्वपूर्ण विषय पर आप अपना संज्ञान लें और जल्द से जल्द एन.ओ.सी. दिलाने की कृपा करें। हाथ से पत्थर चुनने की परमीशन दी जाए, ना कि विस्फोट के द्वारा, जिससे हजारों लोगों को रोजगार मिल सके।...(व्यवधान)

महोदया, हरिद्वार जो कि योग और अध्यात्म की अंतर्राष्ट्रीय राजधानी के रूप में विख्यात है, आज दूषित पेयजल के गंभीर संकट से गुजर रहा है। जनपद हरिद्वार में लोग दूषित पेयजल पीने को मजबूर हैं। ग्रामीण क्षेत्रों में लोग विभिन्न प्रकार के रोगों से ग्रस्त हैं। हरिद्वार जिले का खानपुर ब्लॉक विशेष रूप से प्रभावित है। भारूवाला, कर्णपुर आदि गाँवों के सैंकड़ों लोगों के हेपेटाइटिस-सी से ग्रसित होने की पुष्टि हुई है। सभी लोग आर्थिक रूप से अत्यंत पिछड़े हैं और महँगा इलाज करवाने में सर्वथा असमर्थ हैं। रक्त परीक्षण कराने के लिए भी इन्हें महंगे निजी चिकित्सालयों के चक्कर काटने पड़ रहे हैं।
महोदया, इस सदन के माध्यम से मेरा सरकार से अनुरोध है कि जनपद हरिद्वार के पेयजल का परीक्षण करवाकर उसकी गुणवत्ता में सुधार किए जाने हेतु तुरन्त व्यापक कदम उठाये जाएं। इसके अतिरिक्त समस्त पीड़ित व्यक्तियों को मुफ्त स्वास्थ्य सेवा भी उपलब्ध करायी जानी चाहिए।...(व्यवधान)

श्री प्रभुभाई नागरभाई वसावा (बारदोली) : अध्यक्ष महोदया, भारत सरकार का एक उपक्रम डाक विभाग वर्तमान समय में बहुत ही दयनीय स्थिति में चल रहा है। कहीं पर स्टाफ की कमी है और कहीं पर भवन की हालत जर्जर स्थिति में है। आज भी मृतकों के आश्रित बहाली के लिए लंबी कतार में हैं परन्तु उनकी बहाली नहीं हो रही है, जिसके परिणामस्वरूप मृतक के आश्रित परिवार भुखमरी के कगार पर पहुँच गए हैं। मेरे संसदीय क्षेत्र बारदोली जिला-सूरत, गुजरात के आदिवासी कस्बों और ग्रामीण क्षेत्रों में डाक भवन की स्थिति काफी खराब है तथा कर्मचारी की कमी की वजह से वहाँ की ग्रामीण जनता को कोई भी सुविधा नहीं मिल पा रही है।
माननीय अध्यक्ष जी, मैं आपके माध्यम से माननीय मंत्री जी से मांग करता हूँ कि डाक विभाग की सुविधा को सुधारने हेतु आवश्यक कदम उठाने की कृपा करें।
*t19 Title: Need to provide a special financial package to Kerala for providing basic amenities to pilgrims visting Sabarimala temple in the State.
SHRI KODIKUNNIL SURESH (MAVELIKKARA): Hon. Speaker, Chengannur Municipality in Kerala with 27 Wards and more than 30,000 population is the gateway to Sabarimala. Even though the population of Chengannur is 30,000, during Sabarimala pilgrimage season three crore Pilgrims visit Sabarimala using Chengannur as their transit point. The Chengannur Municipality is struggling to provide basic amenities for the pilgrims during their visit. The Municipality requires huge infrastructure facilities to cater to the requirements of the pilgrims viz. drinking water facilities, drainage system, toilets, bathing places, waste disposal system, upgradation of taluk hospital, providing adequate light and electricity, dormitories and Yatri niwas etc. for short stay of the pilgrims. The devotees used to take bath at Pamba River where proper lighting and bathing ghats need to be constructed. Chengannur Mahadeva temple has a pond which also needs to be renovated with the ghats. In order to provide basic amenities to the visiting pilgrims to Sabarimala, a special package of Rs. 250 Crore may be sanctioned to Chengannur Municipality by the Ministry of Urban Development, Government of India.
*t20 title: Need to set up the proposed National Institute of Medicinal Plants in Thiruvananthapuram in Kerala.
DR. SHASHI THAROOR (THIRUVANANTHAPURAM): Hon. Speaker, Kerala is known for its traditional knowledge of Ayurveda and related practices involving medicinal plants and herbs.
Kerala is the cradle of Ayurveda in India and it was in recognition of this potential that the Ministry of AYUSH is considering the establishment of the National Institute of Medicinal Plants in Kerala.
This institute is intended to be in pursuance of the Government’s ‘Vision for Ayurveda 2020’ proposal. The institute should ideally be located in Thiruvananthapuram, the State Capital of Kerala, which also hosts the famous Government Ayurveda College.
The State Medicinal Plant Board of the Government of Kerala has already submitted a detailed Project Report on the proposed institute, for the Government’s review.
I urge you to approve the report and release the initial amount of Rs. 50 lakh for establishing the National Institute of Medicinal Plants in Thiruvananthapuram.

Title: Need to release the backlog amount of Central Assistance under post-matric scholarship scheme to Government of Odisha.
SHRI NAGENDRA KUMAR PRADHAN (SAMBALPUR): As you are aware that Odisha Government has been offering highest priority to education of weaker section of society particularly SC/ST students. I would draw your kind attention to the issue that Central assistance released from Tribal welfare Ministry towards Post-Matric scholarship to SC students has been grossly inadequate since 2014-2015. This has created significant arrears received from the said Ministry and progressive outstanding dues amount to Rs. 121.17 crores in 2014-15.
Since huge gap in receipt of central assistance against the actual requirement is not only putting the economically poor SC students to hardship but also posing serious challenges to state Government in managing the grievances to helpless students.
In order to ensure that the arrears of SC students do not affect them, the State Government has incurred the expenditure out of their own budget provision for 2015-16 to meet the arrears claim of 2014-15. One can understand how much the state government is concerned with the problems of SC students.
Hence, I urge upon the Central Government to release the backlog amount under the post-matric scholarship scheme to Government of Odisha.

श्री अरविंद सावंत (मुम्बई दक्षिण) : राष्ट्रध्वज और राष्ट्रगान यह राष्ट्र के सम्मान के विषय हैं। हम सब भारतीय परम आदरणीय रविन्द्रनाथ टैगोर जी का लिखा हुआ राष्ट्रगान गाते हैं।
यह राष्ट्रगान संसद ने 24 जनवरी, 1950 में पारित किया। उस वक्त इस राष्ट्रगान में दूसरी पंक्ति पंजाब, सिंधु, गुजरात, मराठा, द्राविड़, उत्कल बंग है। इस पंक्ति को हम पंजाब, सिंध, गुजरात, मराठा इस तरह से गाते हैं। जबकि संसद ने पारित किए हुए राष्ट्रगान में ’सिंधु’ यह शब्द है। संसद ने यह बदलाव पूरे विचार से किया था। सिंध नाम का कोई प्रांत हिन्दुस्तान में आज नहीं है और संसद द्वारा पारित किए हुए इस राष्ट्रगान को बदलने का अधिकार संसद के सिवाय अन्य किसी को नहीं। इसलिए इस महत्वपूर्ण विषय पर मैं आपके माध्यम से राष्ट्रगान में सही शब्दों का बदलाव करने की मांग करता हूं।
*t23 Title: Need to procure maize at MSP from the farmers of Telangana.
SHRI CH. MALLA REDDY (MALKAJGIRI): Madam Speaker today I wish to raise one very important issue related to the plight of the farmers in of Telangana. In Telangana, the farmers are facing a lot of difficulties and they have been hurt very badly due to poor yield and procurement. In Telangana farming is not very diverse. Maize is grown by the farmers in close to 80% of the cultivable area in the State. Government of India procures many crops like paddy by giving Minimum Support Price, but Telangana farmers mostly produce coarse grains like Maize due to poor condition of rainfall and soil. Maize is a staple food of Telangana and it is also a feed for cattle and an important component of the starch industry. Majority of these farmers are extremely poor and own very little land. I request the government to initiate procurement of Maize from these farmers at MSP.
*t24 Title: Need to fix tariff in Indian Rupees for Indian citizens who use the services of luxury train Maharajas' Express.
SHRI A.P. JITHENDER REDDY (MAHABUBNAGAR): There is a need to fix the tariff for the famous tourist luxury train Maharajas’ Express in Indian Rupees for the benefit of Indian citizens.
The Maharajas’ Express, India’s finest and most expensive luxury train, is the winner of the World’s Leading Luxury Train award between 2012 and 2015.
It runs 5 different tours, namely: Indian Splendor; Heritage of India; Treasures of India; Gems of India; and Indian Panorama, with fares published only in US Dollars, ranging from $ 2,910 to $ 23,700.
Due to the fluctuating rate of exchange of the dollar against rupee, there is no fixed tariff available for Indian tourists who use this service. It is a barrier for those interested in enjoying this luxury travel experience.
Therefore, I strongly urge the Government to correct this anomaly of Indian Railways charging Indian citizens, for a Journey in India, in US Dollars. It is long overdue to offer prices in Indian Rupees to Indian Citizens, while retaining US Dollars for foreign tourists.
*t25 Title: Need to set up a steel plant in YSR district of Andhra Pradesh.
SHRI Y.S. AVINASH REDDY (KADAPA): I would like to draw the attention of the hon. Speaker with regard to promise made on the floor of the august House with regard to establishment of Steel Plant in YSR District of Andhra Pradesh.
Madam, Andhra Pradesh Reorganisation Bill 2014 in its 13th Schedule clearly mentioned the establishment of a steel plant in YSR District. Subsequently, a team comprising of six officials from SAIL had surveyed in different places of YSR District in June, 2014 itself. As a local MP, I have also participated in the Survey.
HON. SPEAKER: Hon. Member, you have to read only what is written in the text.
SHRI Y.S. AVINASH REDDY: The SAIL has submitted a report to the Steel Ministry for taking necessary action. I have written four letters on 4.2.2015, 5.5.2015 and recently on 2.11.2015 and 17.12.2015 to the hon. Steel Minister to expedite the matter.
I have received a reply from the hon. Steel Minister dated 25.2.2016 informing me that this is referred to a Task Force comprising of State and Central Government officials, to deliberate the matter further. The people of the Rayalaseema strongly believe that if the Government of India gives necessary incentives, then, SAIL will set up steel plant in YSR District immediately. Nearly two years have passed so far but no progress has been made in this matter. The people of the Rayalaseema Region` are eagerly waiting for establishment of the steel plant in this backward area which will entail considerable infrastructure and economic development along with employment generation.
In view of the above, through you, I urge upon the hon. Minister of Steel to look into the matter and initiate setting up of integrated steel plant at the earliest in the YSR District of Andhra Pradesh which will be a boon to the people of the backward Rayalaseema Region. ` *t26 Title: Need to fix the grant amount of Indira Awas Yojana according to the construction cost of a region.
SHRI P.K. BIJU (ALATHUR): Madam, Speaker, in India out of the estimated 200 million families, approximately 65 to 70 million families do not have adequate housing facilities. The Central Government has been implementing Indira Awas Yojana (IAY) as part of the enabling approach to shelter for all, taking cognizance of the fact that rural housing is one of the major anti-poverty measures for the marginalised. It envisages provision of shelter to millions of rural families belonging to SCs/STs and those who are below poverty line (BPL). But it is sad to say that IAY is way off the mark of its target. Insufficient grant (Rs 2 lakh per family) and flouting of norms have eclipsed the high outcome figures. Even as the Government has met the quantitative targets under IAY, its performance on other parameters is not so creditable. The grant of rupees 2 lakh is a paltry sum considering the cost of the building materials.
For example, in a State like Kerala, a truck load of sand costs more than Rs.30,000 and a truck load of stone costs around Rs. 8000. In Kerala it is impossible to complete the construction with a meagre amount of Rs. 2 lakh. Further,`` the grant amount is given in four instalments depending upon the progress of construction. This has forced beneficiaries to give away the construction halfway. Many others, who completed the construction by arranging money from local moneylenders or banks, are facing eviction from their homes due to non-repayment of loan. In some cases, since the amount is insufficient, many poor people are reluctant to take the grant. I urge upon the Government to take urgent measures to fix the grant amountaccording to the regional cost of its building and conduct a thorough enquiry into flouting of norms under IAY.
*t27 Title: Need to ban the manufacturing and sale of flavoured betel nut in the country.
SHRIMATI SUPRIYA SULE (BARAMATI): Madam, Speaker, I would like to draw the attention of the Government towards the use of flavoured and scented supari especially among the children and youth. In 2004, the World Health Organization had classified areca or betel nut as carcinogenic to humans even without addition of tobacco to it. As per the International Agency for Research on Cancer and World Health Organization monograph, supari (areca nut or betel nut) causes dependence syndrome, cancer, heart disease, diabetes, blood pressure, obesity, reproductive health disorder. Supari is made more attractive for a wider section of the population, including kids, by flavouring and scenting it or by mixing additives to it. It is available practically everywhere and is also sold in ready-to-chew pouches called Pan Masala, as a mixture of many flavours whose primary base is arecanut crushed into small pieces. Maharashtra has taken first steps in prohibiting arecanut which is flavoured, scented or mixed with additives. I would request the Government to ban the manufacturing/sale and distribution of flavoured/scented supari in all the States to reduce the menace of this disease and save our youth.

श्री नारणभाई काछड़िया (अमरेली) : अध्यक्ष महोदया, सूरत एक डायमंड सिटी एवं मुम्बई एक वाणिज्यिक शहर होने की वजह से इस रूट में बड़ी संख्या में लोग व्यापार के लिए आवागमन करते हैं तथा हजारों व्यापारी इस रूट का उपयोग करते हैं। ...(व्यवधान) लेकिन खेद के साथ कहना पड़ रहा है कि इस रूट पर केवल एक ट्रेन महुवा-सूरत एक्सप्रैस (12946-12945) चलती है, जो पूरे सप्ताह में एक ही दिन चलती है और सूरत तक चलती है। ...(व्यवधान) इस कारण यात्रियों को काफी परेशानी का सामना करना पड़ता है। मैं इस विषय को लोक सभा सदन में वर्ष 2009 से लगातार उठा रहा हूं और अब यह प्रस्ताव डी.आर.एम. भावनगर डिवीजन की ओर से दिनांक 3.7.2014 को मुख्य यात्री परिचालन प्रबन्धक चर्च गेट मुम्बई के पास भेजा जा चुका है।
अतः मेरा आपसे सादर अनुरोध है कि इस ट्रेन को प्रतिदिन के आधार पर मुम्बई तक चलाया जाये।
