Section 11(1) in Orissa Minor Minerals Concession Rules, 2004
(1)The Director may, after giving an opportunity of being heard and for reasons to be recorded in writing and communicated to the applicant, refuse to grant or renew a prospecting license over the whole or part of the area applied for.
