(1)Subject to such rules as may be made by the Central Government in this behalf, the Council may appoint a Secretary and such other employees as it may think necessary for the efficient performance of its functions under this Act.(2)The terms and conditions of service of the employees shall be such as may be determined by regulations made with the prior approval of the Central Government.
