Section 26(iv) in The Orissa Agricultural Produce Markets Rules, 1958
(iv)All questions which may come up before the Committee at any meeting shall be decided by the vote of the majority of the members present at the meeting and in every case of equality of votes the President of the meeting shall have and exercise a second or casting vote.
