- If any difficulties arises in giving effect to the provisions of this Act, the State Government may, by order, do anything not inconsistent with the provisions thereof which appears to if be necessary or expedient for the purpose of removing the difficulties:Provided that no such order shall be made after completion of two years from the date of commencement of this Act.
