Section 54(2) in The Maharashtra Universities Act, 1994
(2)No Ordinance concerning the matters referred to in clauses (i) to (vii) of the last preceding section, or any other matter connected with the maintenance of the standards of teaching and examinations within university, shall be made by the Management Council unless a draft thereof has been proposed by the Academic Council.
