Section 106(1) in The U.P. Kshettra Panchayats And Zila Panchayats Adhiniyam, 1961
(1)The management, control and administration of every public institution maintained exclusively out of the Zila Nidhi or the Kshettra Nidhi shall vest in the Zila Panchayat or the Kshettra Panchayat, as the case may be.
