(2)Except as otherwise provided in this Act or the rules or the regulations made thereunder, for every such licence or written permission, a fee may be charged at such rate, as may, from time to time, be fixed by the Municipality, and such fee shall be payable by the person to whom the licence or the written permission is granted.
