(4)If at the time of such examination or at any other time, the shaft, incline or other outlet is found to be not safe, it shall not be used for any purpose, except as a natural airway, until it has been made safe in all respects and a report of every such action taken shall be recorded in the book kept under sub-regulation (1).Chapter-VIII Winding in Shafts
