(3)Every rule and regulation made under this Act shall be laid, as soon as may be after it is made, before the State Legislature:Provided that all the rules, regulations and orders relating to administration of the State Police establishment existing immediately before commencement of this Act shall be deemed to have been made under this Act unless any provision thereof is found inconsistent with this Act.
