1. The issues under consideration arising out of the second appeal dated 06.08.2018 include non-receipt of the following information raised by the appellant through his RTI application dated 17.03.2018 and first appeal dated 17.05.2018:-

(i) Why no action has been taken by the respondent on the appellant's application for transfer of his account after passing over one and half months?

(ii) Why there were stopping for withdrawal of money?

(iii) Why they were not transferring his account as already application given?

(iv) Why they harassed to a bank customer in spite of submitting all documents e.g. Aadhar card, PAN card?

Succinctly facts of the case are that the appellant filed an application dated 17.3.2018 under the Right to Information Act, 2005 (RTI Act) before the Central Public Information Officer (CPIO), Punjab National Bank, Circle Office, New Delhi, seeking aforesaid information. The CPIO replied on 16.04.2018. Dissatisfied with the response of the CPIO, the appellant filed first appeal dated 17.05.2018. The First Appellate Authority (FAA) did not pass any order. Aggrieved by this, the appellant has filed a second appeal dated 06.08.2018 before this Commission which is under consideration.

3. The appellant filed the instant appeal dated 06.08.2018 inter alia on the grounds that reply given by the CPIO was not satisfactory. The appellant has requested the Commission to direct the CPIO to provide information immediately and take necessary action as per sub-section (1) of section 20 of the RTI Act.

The CPIO vide letter dated 16.04.2018 replied stating that due to migration of the system to Finacle X, an error was persisting in making the account KYC complaint without which the account could not be transferred to the Noida Branch. They also stated that issue would be resolved and account would be transferred soon. The FAA did not pass any order.

5. The appellant as well as respondent remained absent.

The Commission after adverting to the facts and circumstances of the case, and perusal of records, observes that information sought by the appellant was related to action taken on his application for non-transfer of his account to the respondent's Noida Branch. The respondent vide letter dated 16.04.2018 replied that due to migration of software to Finacle X, an error was persisting in making the account KYC complaint without which the account could not be transferred to the Noida Branch. They informed that the branch had been constantly trying to remove the error to enable the transfer of the appellant's account. Since the parties were not present before the Commission, the current status of the appellant's complaint could not be ascertained. The Commission feels that interest of justice would be served if the respondent is directed to provide a revised reply/information to the appellant including the current status of his account. Accordingly, the respondent is directed to revisit the RTI application and provide the Page 2 of 3 revised reply/information to the appellant, within three weeks from the date of receipt of this order. With the above directions, the appeal is disposed of.
