Section 423(1) in The U.P. Co-operative Societies Rules, 1968
(1)No person who is an Election Officer or has been appointed to conduct an election or is an officer of society or a police officer appointed to assist conducting of the election, shall during the election process commit any such act or influence any voter or candidate in such manner as may enhance or diminish the chance of the candidate's success in the election.
