(a)Colleges. - If a college student fails to pay his fee on the day fixed for payment in these rules, a fine at the rate of twenty-five paise per working day shall be levied. If the fee be not paid within the end of the month the student's name shall be struck off the rolls. If, re-admitted, he shall, in addition to the fees and fines due from him, pay a re-admission fee of rupee one.
