Section 52(1) in The Delhi Municipal Corporation Act, 1957
(1)Subject to the provisions of this Act, every Wards Committee shall exercise the powers and perform the functions as specified in the Fifteenth Schedule on behalf of the [a Corporation] in relation to that Zone.
