Section 212(1) in Rajasthan Panchayati Raj Rules, 1996
(1)The duty of making proper deductions from pay bills on account of Provident Fund, State Insurance, Income Tax, Life Insurance and House Rent deductions etc., shall devolve on the drawer of the bill.
