Shri Goldi through Shri Gulshan Mehta, Advocate, the appellant has filed this complaint dated 7.7.2010 before the Commission against Central Reserve Police Force (CRPF), Chandigarh for not providing information to his RTI-request dated 4.5.2010.

2. The appellant filed RTI-request dated 4.5.2010, seeking information on six RTI- queries pertaining to recruitment for the post of CT GD. The CPIO vide letter No IC-M-V- 2/2010-Adm-3 (RTI) dated 26.5.2010 has denied information by invoking Section 24 of the RTI Act.

3. The Commission vide letter dated 20.4.2011 sought comments from the respondent pertaining to the instant complaint. Accordingly DIG (Adm) & CPIO, CRPF, Chandigarh vide letter No. M-V/2/2011-NWS-RK(RTI) dated 25.7.2011 has replied to the Commission.

4. After perusing the above submissions of respondent and in view of the facts and circumstances of the present case, the Commission is of the considered view that the information sought by the appellant does not pertain to allegations of corruption or human rights violation. Therefore, no interference is called for on the part of the Commission.

The DIG (Adm) & CPIO, Office of the Inspector General of Police, Central Reserve Police Force, Hallomajra, Chandigarh (U.T.) 3 Case No. CIC/WB/C/2010/000507/SS "Shri Goldi, S/O Shri Joginder Singh, a SC candidate (Roll No. 9523860000844/SC) resident of District Hamirpur (HP) (HP) appeared in the recruitment of Constable/General Duty for the year 2009 at Group Centre, CRPF, Pinjore as a CRPF ward. As per the measurement taken by the Board of Officers, his height was found 164 cms. As per para 4(c) (a) of booklet regarding consolidated instructions on recruitment to the post of Constable/General Duty in CRPF issued vide Directorate General, CRPF letter No. R.II.15/2008-Pers-II dated 24.11.2008, the candidates (General/OBC and SC category) belonging to HP had been given the relaxation in height against the prescribed height of 170 cms. Relaxed height prescribed for the General/OBC and SC category candidates belonging to HP State has been fixed as 165 cms for enlistment in CRPF. Further as per provisions contained in para 18(i) of above booklet any one of the following relaxations in physical standard is granted to only one son/daughter of serving CRPF personnel for enlistment in the Force by the competent authority. - a) Height - 2 cms; (b) Chest - 2 cms. But the relaxation is not applicable to such category of candidates who have already been granted relaxation in physical standard under CRPF Rules/GOI instructions. Accordingly, a clarification was sought from DG, CRPF, New Delhi vide letter dated 1.2.2010. The DIG (Rectt), CRPF vide letter dated 3.2.2010 clarified that since above CRPF ward candidate ( i.e. the complainant) has already availed relaxation in height in accordance with the GOI instructions by 5 cms therefore he is not eligible for any further relaxation/condonation in physical standard. Therefore, Shri Goldi did not find place in select list and could not be issued the offer of appointment despite the fact that he had cleared all tests including medical examination and written examination etc."
