                                     ORDER

1. The appellant, Shri Ashique Hussain, submitted RTI application dated 16.02.2013 before the Central Public Information Officer (CPIO), State Bank of India, Moradabad stating that he had an account No. 1139 and possesses a passbook for the same and sought to know the computerized account number.

2. Aggrieved with non-receipt of any response from the CPIO, the appellant approached the first appellate authority (FAA) on 03.06.2013. The Chief Manager, SBI, Moradabad sent the appellant's appeal to the Branch Manager, SBI, Bilari Branch for providing information to the appellant. The appellant did not get information from the Branch Manager, SBI, Bilari.

3. Thereafter, the appellant filed the instant appeal on 25.11.2013 before the State Information Commission, Lucknow, which was forwarded to the Central Information Commission as the matter related to the Central Government organization.

4. The matter was heard by the Commission. The appellant was not present in spite of a notice of hearing having been sent to him. The respondents stated that the appellant's account number was related to the manual system. This account was not transferred to the bank master system. The appellant had not provided photocopy of the passbook. They tried to contact the appellant but could not contact him. They found that the appellant was very old person and residing in the remote village area. In case they get the copy of the passbook, they will be able to provide information the appellant.

5. The Commission observed that it should be possible to locate the new corresponding account number in the bank master and CBS from the account number provided by the appellant. The CPIO may take help of their computerization centre for the purpose and provide the information sought by the appellant, to him within twenty days of the receipt of the order of the Commission.
