Section 199(b) in The Orissa Building and Others Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2002
(b)Chains, wires, ropes or metal tubes used for the suspension of a scaffold are-(i)properly and securely fastened to every anchorage point and to be scaffold ledgers of other main supporting members used for the support of such scaffold; and(ii)so positioned as to ensure stability of the scaffold;
