(3)The Executive Officer shall comply with every requisition for any document unless in the case of such requisition by Committee he is of opinion that immediate compliance thereof will be prejudicial to the interest of the Municipality or of the public in which case he shall refer such requisition to the Chairperson whose decision shall be final.
