Petitioner applied on 31.12.2012 to start D.El.Ed. Course before the NCTE along-with required documents. After grant of recognition, the respondent, as per procedure, wrote a letter to the State Government for its recommendation. The NRC-NCTE proceed the file of institution and thereafter constituted a visiting team on 01.05.2016. After due scrutiny of the documents, on the basis of stimulus received from report of the visiting team, the NRC, in its 253rd (Part-I) meeting, observed that the institution has adequate financial resources, accommodation, library and laboratory prescribed in the norms and standards and that it fulfills all such other conditions relating to CW10419/2016 // 2 // infrastructural and instructions facilities required for proper functioning of the institution. After this, the respondent no.3 issued on 15.06.2016 the letter of intent prior to grant of recognition/permission for D.El.Ed. Course under Clause 7(13) of the NCTE (Recognition Norms and Procedure) Regulation, 2014, and copy was given to respondent no.2. The petitioner thereafter immediately approached the respondent no.2 for constitution of selection committee panel so that the Principal and other teaching staff for the petitioner college could be approved. The petitioner also submitted application on 22.06.2016 to respondent no.2 in this regard, but nothing has been done so far. Hence this writ petition for a direction to respondents to consider the application of the petitioner for grant of recognition.

Having regard to the facts of the case, writ petition is disposed of requiring the respondent no.2 to decide the application of the petitioner, already filed on 22.06.2016, for constitution of selection committee panel so that the Principal and other teaching staff for the petitioner college could be approved, within a period of six weeks from the date a copy of this order is produced before him.

This also disposes of stay application.
