Section 29A(2)(a) in The Calcutta Improvement Act, 1911
(a)If within the period specified in any order issued under subsection (1) any action directed under that sub-section has not been duly taken, or cause to the satisfaction of the State Government is not shown under the proviso to that sub-section, the State Government may, by order, -(i)appoint a person to take the action so directed,(ii)fix the remuneration to be paid to him, and(iii)direct that such remuneration and the cost of taking such action shall be defrayed out of the Boards capital account;
